Teachers schooled at Albion leadership conference

The CISD-sponsored conference was the wrap-up of two years of the ISD's federal stimulus-funded "Coaching 4 Learning" program, which used money from the American Recovery and Reinvestment Act to put coaches in literacy, math, behavior and leadership in every Calhoun County school. The coaches are teachers who were trained in research-driven best practices and then helped schools implement those practices. In Albion Public Schools, for example, every elementary grade saw at least some improvement in reading and writing scores on standardized tests one year after coaches there helped implement new curriculum, according to reports from Stewart and fellow coach Amy Frost. In fifth grade, for example, the share of students who scored "proficient" on the Michigan Educational Assessment Program test went from about 68 percent in 2009-10 to about 81 percent in 2010-11. The number who scored "advanced" in that grade went from about 15 percent to 39 percent.

The revised law lets emergency managers strip power from locally elected leaders and scrap union contracts. A lawsuit filed on behalf of 28 citizens in Ingham County Circuit Court claims the law approved in March is unconstitutional in part because it takes away citizens' rights to vote for and petition local government on matters of local concern. The suit also says the law suspends "home rule" for cities by giving emergency managers the power to repeal local ordinances and contracts. The Sugar Law Center for Economic and Social Justice is the lead counsel for the citizens taking the case to Ingham County court. City of Detroit pension boards already have sued in federal court seeking to block emergency manager measures. A group called Michigan Forward has started a petition drive aimed at giving voters a chance to decide whether the law should be repealed.
