You may have a bad or stuck contactor. After you make sure the power is off, remove the access panel where the electric comes to the unit. You will see a black box looking thing with 2-10 gauge wires hooked to it and 2 -18 gauge wires hooked to it. It is spring loaded and should be out, if it is closed the contacts have welded themselves together. Remove the contactor and take it to a parts house and get a replacement. Install the new one, put the thermostat in the off position, turn the power back on and nothing should come on outside, until you turn on the a/c.
